The Post Graduate Department of Personnel Management and Industrial Relations has the advantage of being a part of the great academic institution, Utkal University, which is the premier and mother university of the state of Odisha. The Department works with the objective of providing training through a well developed curriculum to deal with the problems and challenges of managing and developing human resource in organizations. The Department endeavors to develop professional HR managers for the corporate sector and public system, through its well designed two-year regular Management Program, Master in Personnel Management & Industrial Relations (MPM&IR).
The Department also offers M. Phil and Ph. D. Degrees in Personnel Management and Industrial Relations aiming to equip its students for application and dissemination of knowledge in the field of research, teaching and training covering the entire business gamut. Our students are our strength and alumni are our guiding light. The department proves its worth through the excellence, achieved by its products.
The department has maintained its rich legacy by adopting innovative learning process and encouraging its students to initiate and drive various activities that hones their creativity, leadership and develops them as socially sensitive and ethical HR professionals. The department maintains its uniqueness by redesigning its course curriculum prioritising the suggestion given by the Advisory Council in every two years. The department leaves no stone turned to maintain and promote professional excellence.
1970 – The department took its birth as the Department of Sociology and Labour Welfare under the headship of Prof. Bidyadhar Mishra, the former Vice-Chancellor of Utkal University
1974- It took its rebirth as an independent department, i.e. Department of Labour Welfare under the leadership of Prof Abhay Kumar.
1982- The nomenclature of the department got changed to Personnel Management and Labour Welfare
1997- Due to the need of time and on the recommendation of the advisory board, it was renamed as department of Personnel Management & Industrial Relations

Besides the Parija Library, the Central Library of the University, the Department has its own library with 3621 reference and text books for the lending and reference of faculty members and students. The Department also subscribes newspapers, periodicals and journals of national and international repute to keep update the students and teachers.
Reading Room
The Department has a well-furnished reading room, used by the teachers & students with about 1162 books for reference.
Hostels:
Hostel accommodation on the campus is provided to all the eligible students of the department.
