About Department

Year of Establishment : 1973.In recent years, the meta-narrative of legal reforms in India has creatively appealed to the issues of social and distributive justice in the contexts of economic development and good governance. Despite the rights granted by the Constitution and special legislations, the reality is that there is widespread non-implementation of the legislations, structural inequalities, social intolerance and power imbalances within the society. Law is a means of bringing silent changes in substantive laws and procedures, which have relevance to the Fundamental rights of the citizens. .All law is not justice and all justice is not law. Justice is a combination of various factors; namely, good legislation and effective implementation. Law in action is more important than law itself. Therefore, to attain effective administration of justice it requires intellectually skilled individuals to operate the legal machinery of a democratic nation.

Utkal University, the oldest seat of higher education of the state of Odiaha could contemplate the future of free India in 1943 and introduced law faculty as the first teaching department of the university. However, the Post Graduate Department of Law was first established at the Madhu Sudan Law College, Cuttack in the year 1973 and was later shifted to the Utkal University Campus in 1975. Prof (Dr.) S.K.Ghose was the first HOD of the Post Graduate Department of Law and currently the department is headed by Prof (Dr). M.S. Dash.

Since inception, the department has made significant contributions in the field of legal education and research. Currently, the department offers Master of Laws(LL.M) in Business law, Constitutional law, Criminal law and Personal Law. In addition, Master of Laws in Human Rights was introduced during the academic session 2010-11 with special assistance from the UGC. Further, to bring excellence in legal research and development the department acts as the centre of research and offers Ph.D. Course work for the prospective legal researchers.

Under ?reach out? programmes the faculties of the Department have extended their specialized knowledge to the institutions like Orissa Judicial Academy, Cuttack; Orissa Police Academy, Bhubaneswar, Gopabandhu Academy of Administration, Bhubaneswar, Academic Staff College, Utkal University, XLRI, Jamshedpur, KIIT Law School, KIIT University, SOA National Institute of Law, SOA University, Bhubaneswar, F.M.University, Balasore, Sambalpur University, North-Orissa university, Berhampur University, Kolka University, Burdwan University, and Xavier University, Bhubaneswar.

The alumni of the department have demonstrated their excellence by occupying several key positions specially in the field of Judiciary, state administration, legislature, law teaching and legal profession.
